[1652] css flash problem

prev: ssr loading other pages' js
next: How to use transitions in dynamic router?

I updated nuxt to the lastest version and found a new problem, my page flash for one second after page refresh, it seems like css is not loaded before page render, but css is already existed before html tags. screen
